Summary: The article reveals the relationship of philosophy and theory of Architecture and Town Planning in question symbolization architectural and artistic image making the urban environment. Аnnotation: When creating a mobile robot one of the central problems is the automatic route planning. This problem is that, when given the initial and final positions of the robot on the map area to build the route by which the robot can get to the destination point, not when faced with obstacles. There are two approaches to solving this problem. In one of them uses the concept of the configuration space, the idea of which is to pull the object (robot) to the point at the same time extending the obstacles in accordance with its shape. The shortest route is searched by viewing a graph "line of sight", in which all segments of straight path, bypassing the obstacles in the configuration space. The main disadvantage of this approach is the difficulty encountered when turning the robot, and, in addition, the shortest route is very close to obstacles.

Summary. Stability of steel tanks at external wind pressure and its buckling and post-buckling behavior is examined. For the reliable estimation of stability of steel tanks at external pressure the nonlinear analysis is required. Recommendations for taking into account wind type load in the stability estimate of steel tanks are given.

Summary: The analysis of the existing methods of solving the task of network routing by applying the neural network technologies, namely Hopfield net, was performed. The research is relevant due to the suggestion of Lyapunov function to solve the task of routing taking into account the network capacity and the number of data links involved into the route.

Annotation. The use of electrostatically devoted to the development of a "Project" of Power Electrostatic Spray (EPMS).
The authors argue that using an electrostatic method spraying liquid and high potential difference electric field of the Earth, it is possible to obtain electrical energy and artificial cold.
EPMS authors positioned as an alternative to the currently used devices of solar and wind energy, and the efficiency of EPMS will be much to surpass last on all counts. Currently, the authors are ready to create an experimental pilot sample EPMS, but without the involvement of specialists from other fields of science, that is hard to do.
In this regard, one of the goals of the publication of this popular science article is bringing to "Draft" people are willing to participate.
The authors believe that the implementation of the "Project" creation of EPMS, will virtually solve the problem of energy supply of mankind now and in the long run.
Note that the use of the potential of the electric field of the Earth are made for over 200 years. There are many hypotheses projects how it can be done, but almost managed to do it exactly the authors.
