Abstract: A substrate interpretation of the concept of the syllogism in relation to the problems of high-quality optimization of governance based substrate approach, based on which is built a computer model for training senior managers the ability to build a qualitatively optimal control strategy and to implement the required in these cases, control functions as a test of their ability construct such optimal strategies in specific situations management.
