Efficiency of the mechanism for the provision of administrative services in local communities

Abstract. Introduction. Introduction. The article is devoted to the analysis of the essence of administrative services and an attempt to assess the effectiveness of the mechanism for providing administrative services at the local level. In this context, the foreign experience of the formation of the mechanism for the provision of administrative services, which is important in the context of the implementation of the European integration vector in Ukraine, was studied. Purpose. The purpose of the study is the theoretical substantiation of the essence and content of the mechanism for providing administrative services, which is due to the generalization of scientific approaches and legislative acts to the concepts, content of the studied category, as well as providing approaches to evaluating the effectiveness of the organization of the mechanism for providing services, directions for improving the mechanism for providing administrative services at the local level levels Materials and methods. The research materials are: 1) regulatory and legal acts; 2) scientific works of researchers; 3) empirical and statistical data. The research methods were a system of complementary general scientific, theoretical, experimental methods, in particular: empirical (observation, comparison, generalization), theoretical (dialectical, concretization, argumentation), methods applied at the empirical and theoretical levels of research (analysis, synthesis, induction, deduction ) etc. The information base of the research is Laws of Ukraine, decrees of the President of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, other legislative acts and normative documents of Ukraine, monographs and publications of domestic and foreign authors, Internet resources, as well as own research. The results. Administrative services are the result of the authorized entity's performance of its own functions for the regulatory consolidation of the rights and legal interests of legal entities or individuals in accordance with their application and in the highest quality manner. From a formal point of view, the mechanism for providing administrative services is provided with relevant regulatory and legal documents, however, numerous theoretical studies indicate the presence of a sufficiently large number of problematic issues. A significant part of these issues depends on the financial component, since the formation of local budgets and changes in fiscal policy is a very complex and urgent problem. According to the results of the study of various scientific works on the issue of the provision of administrative services in the conditions of reforming the territorial organization of power, the following definition can be proposed: "The mechanism for the provision of administrative services is a normatively fixed sequence of service-oriented actions of public administration bodies that correspond to their competences, aimed at acquiring, change or termination of the rights and obligations of individuals / legal entities at their request, and are implemented on the basis of openness, fairness and responsibility". Prospects. Based on the obtained results, further research should focus on the problematic issues of using modern information technologies and communication measures. This includes the development of a system of broad interaction between entities providing administrative services with consumers via mobile phones, the Internet, and conducting marketing research to identify the strengths and weaknesses of the current mechanism. With the implementation of the proposed innovations, the following results can be expected: improvement of the quality of administrative services; acceleration of information processing; strengthening contacts between the authorities and the community; creation of a positive image of the government; creation of favorable conditions for consumers and performers; saving time and budget funds; simplifying the system of providing administrative services, ensuring its self-preservation, self-regulation and selfdevelopment; increasing the level of public awareness.
