Crowd technologies in budgeting and community planning in Ukraine

Abstract. Introduction. The use of crowd technologies in budgeting and community development planning is becoming increasingly important in the modern world. These technologies allow for an effective response to changes, reduce costs, and ensure greater legitimacy of decisions. Engaging the public through crowd technologies makes budgeting and planning processes more democratic and open, helping to take into account the needs and opinions of the community. The diversity of opinions and ideas generated by these technologies contributes to the design of effective development projects and innovations. In the context of constant changes in society and community needs, the use of crowd technologies is becoming a key factor in improving the effectiveness of local governance and taking into account the interests of the community. Purpose. The purpose of the article is to study and analyse the use of crowd technologies in the processes of budgeting and community planning in order to identify their potential for involving the public in decision-making, increasing the legitimacy of decisions, increasing the efficiency of local resource management and promoting sustainable development of communities. Materials and methods. The study is based on the following sources: 1) Regulatory and legal frameworks on access to public information, data protection, combating cybercrime and public hearings. 2) Works of domestic and foreign authors in the field of local selfgovernment and crowd technologies. 3) Publications in periodicals on budgeting. The study used scientific methods, such as literature analysis, description of new technological solutions and assessment of their impact. A scientific approach was used to analyse the impact of crowd technologies in community budgeting and planning, as well as to highlight legal regulation in the field of community management. The article uses a systematic approach to analyse the situation and assess the opportunities and challenges associated with the implementation of crowd technologies in communities in the context of military conflict. Results. The article examines the importance and potential of using crowd technologies in modern community management in Ukraine, in particular in the context of military conflict. It is noted that in response to the current challenges of community management, especially in the context of military conflict, it is important to use crowd technologies in budgeting and planning processes. However, this faces numerous obstacles, such as an increased risk of cyberattacks, restrictions on access to information, manipulation through social media, financial constraints and loss of trust in the authorities. The successful development and implementation of Crowd technologies requires taking these challenges into account and developing appropriate strategies for adapting to the difficult conditions of martial law. Discussion. Promising areas for further research include the analysis of the impact of crowd technologies on democracy and citizen participation, on the effectiveness of budgeting and planning in communities; the impact of martial law on their use; consideration of the peculiarities of the development of Internet platforms and the issue of transparency and openness of governance in communities.
