MODERN POTENTIAL OF STATE EDUCATION MANAGEMENT IN UKRAINE

СОВРЕМЕННЫЙ ПОТЕНЦИАЛ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ ОБРАЗОВАНИЕМ В УКРАИНЕ
Summary. Education is one of the most important areas of public administration. Employees of higher educational establishments should maintain contacts and actively cooperate with international and domestic scientific research, educational institutions, mass media, media and public organizations on issues related to the coverage of relevant information on the development of education and science. As part of the cooperation, international forums, conferences, congresses should be held. At the same time, the authorities within the limits of their competence should constantly inform their citizens about the intentions of the administration in improving the provision of educational services, holding competitions, etc. measures aimed at improving the work of research institutions. Special programs should be developed that could provide a real opportunity to assess the actions of the administration that it aims to improve education services. It is necessary to introduce new forms of educational services for preschoolers, to expand the network of kindergartens, taking into account the positive demographic situation, to take into account, when designing and building houses, the possibility of placing compact (built-in) nurseries and the like on the ground floor.
The article determines that the main tasks of the educational process are:

Анотація. Освіта є однією з найголовніших сфер державного управління. Обґрунтовано, що працівники вищих навчальних закладів повинні постійно підтримувати зв’язки та активно співпрацювати з міжнародними та вітчизняними науковими-дослідними, освітніми установами, засобами масової інформації, медійними та громадськими організаціями з питань висвітлення актуальної інформації з розвитку освіти і науки. У рамках співпраці мають проводитися міжнародні форуми, конференції, з’їзди. Разом із тим органи влади у межах своєї компетенції мають постійно інформувати своїх громадян про наміри адміністрації в питаннях поліпшення надання освітніх послуг, проведення конкурсів чи ін. заходів, що спрямовані на покращення роботи науково-дослідних закладів. Мають бути розроблені спеціальні програми, які могли б дати реальну можливість оцінити дії адміністрації, які вона спрямовує на вдосконалення послуг в освіті. Необхідно впроваджувати нові форми освітніх послуг для дошкільнят, розширювати мережу дитячих садків з урахуванням позитивної демографічної ситуації, враховувати при проектуванні і будівництві житлових будинків можливість розміщення на перших поверхах компактних (вбудованих) ясел-садів тощо.
У статті визначено, що основними завданнями навчального процесу є:

Аннотация. Образование является одной из главных сфер государственного управления.
Работники высших учебных заведений должны постоянно поддерживать связи и активно сотрудничать с международными и отечественными научными исследовательскими, образовательными учреждениями, средствами массовой информации, медийными и общественными организациями по вопросам освещения актуальной информации по развитию образования и науки. В рамках сотрудничества должны проводиться международные форумы, конференции, съезды. Вместе с тем органы власти в пределах своей компетенции должны постоянно информировать своих граждан о намерениях администрации в вопросах улучшения предоставления образовательных услуг, проведения конкурсов или др. мероприятий, направленных на улучшение работы научно-исследовательских учреждений. Должны быть разработаны специальные программы, которые могли бы дать реальную возможность оценить действия администрации, которые она направляет на совершенствование услуг в образовании. Необходимо внедрять новые формы образовательных услуг для дошкольников, расширять сеть детских садов с учетом положительной демографической ситуации, учитывать при проектировании и строительстве жилых домов возможность размещения на первых этажах компактных (встроенных) яслей-садов и тому подобное. Formulation of the problem. It is not in vain that one of the most popular slogans has always been: “Cadres decide everything!”. Who would have thought that I. Stalin said this in 1935?! Specifying his opinion, the leader, having created a giant pyramid of personnel, said: “If we have good and numerous personnel in the state apparatus, economy, politics, army, agriculture, our country will be unbeatable. If we do not have such personnel, we will be “lame in both feet”. And today, these words sound very modern, especially if you recall that the government modernization programs of the industry, or programs for the transition of the domestic economy to the European development mode are being implemented in Ukraine with some kind of difficulties [1].
Analysis of recent research and publications. We know such scientists as V. Borysova, B. Haevskyi [3], V. Hrynevych, L. Ionyn, A. Kolodiy, V. Lugovyi [1], N. Lukashevych [2], A. Rybalkin, Y. Romanenko [5], S. Sydorenko, L. Chernousova and others researchers who work on the methodological development of the issues of public administration in the field of education. However, scientists focus on improving the level of education as a whole, without paying due attention to the need for dialogue interaction between state authorities and educators which is extremely important for improving the organizing influence of the state on social relations in the field of education in general.
Purpose of the article: to analyze problems of the current potential of education management in Ukraine.
Presentation of main material. Today, the main task of public administration bodies in education and science is the formation of a new quality of education that affects changes in its structure, organization, content, personnel potential, regional inquiries, and so on. A modern educator must be able to work in new conditions, be mobile, creative, purposeful and initiative, strive for constant self-development and self-improvement, to ensure the variability of the educational process.
Current leaders talk about “human capital” and “social capital”, however, in essence, it is all about staff shortages (I. Stalin talked about the personnel “famine”), the lack of people capable of solving their own socially significant task. No wonder one of the most successful businesses in the modern world is headhunting (literally: “head hunting”), which is to search for firms of highly skilled professionals and managers [2]. Therefore, the theme of the staffing of public administration at all levels and in all spheres of activity should be considered an important issue.
Further we anatomize that one of the topical issues of the development of the educational industry in modern conditions is to ensure the economic efficiency of its functioning. This is connected with the optimization of the educational network, which should be understood not as a thoughtless reduction of educational institutions and personnel, but as a search for the most effective model of work. Moreover, the targeted influence on the change of the education state is carried out not only by the state but also by society and the public. Optimization should not worsen the functioning of the industry as a whole. Released resources need to be directed to its development. It is necessary to learn to live with less means, but not to the detriment of the system. Moreover, the efforts of the education authorities should be aimed at ensuring availability of pre-school education in cities, the formation of its effective model and quality improvement in rural areas [3]. It is necessary to introduce new forms of educational services for preschoolers, to expand the network of kindergartens, taking into account the positive demographic situation, to take into account the possibility of placing compact (built-in) nurseries on the ground floor and the like when designing and building houses.
Profile education is in the center of high attention. In the system of general secondary education it is necessary to build a model that can function effectively in the new economic, legal, organizational and social conditions. It is important not to admire quantitative indicators, but to keep on the constant control the qualification level of teachers working in profile classes and groups, the educational and material base of teaching profile subjects, the effectiveness of the educational process, including the olympic movement. In the system of vocational education it is necessary to interact more closely with the organizations-customers of personnel, to form optimal volumes and structure of training specialists, taking into account the perspective needs of high-tech branches of economy and social sphere, to expand and provide target training of personnel [4].
The urgency of the study of personnel policy as a factor in the development of public administration in education is determined by its importance for the modern development of the Ukrainian economy, for the formation of a competitive innovative industrial complex geared towards job creation, productivity growth, the development of high technology and knowledge-intensive industries, and increasing the competitiveness of “traditional” economic activities [5; 6].
The key importance of personnel in the process of functioning and development of public administration has led to the attention that attracted and still attracts so-called “personnel factor”, often acting as the main reason for the low efficiency of the state or economic mechanism. It is they, the cadres, who mostly (if not always), are the main reason for “slipping”, or even “sabotaging” the decisions of the leadership. Therefore, it is hardly surprising that the person who declared: “Cadres ... of all the capital that exists in the world, the most valuable capital”, almost immediately after that, conducted several serious personnel “purges” in power, state and economic structures. Everything is logical: once the staffs act as a key factor in the functioning of public administration (no matter what level and scope of activity), they are responsible for the shortcomings in the work of these systems [7].
Conclusions. Therefore, institutions of higher education in Ukraine should take into account the actual staffing needs of the state when opening new specialties and determining the control numbers of admission. Today, our state needs specialists involved in transport and logistics infrastructures, cross-border services, agriculture, preservation of natural and cultural assets, development of internal and external tourism, ecotechnologies and small innovative enterprises, exports, information services [8].
There are many unresolved issues in educational activities. Work in this direction should include the construction of a regional model based on historical and cultural features of Ukraine, sports and educational infrastructure. The task of teachers is to create an individual trajectory for development for each child, to help realize intellectual and creative abilities in interesting and useful activities, to provide secondary employment of minors, to develop effective mechanisms for combating harmful habits and various dependencies, etc.
